Legal action launched against Vice Chairman of Thanh Hoa People’s Committee
Police are probing into “violations of regulations on research, exploration, and exploitation of natural resources” and “violations of accounting regulations causing serious consequences” which occurred at Thien An Phat and other related entities.

Hanoi (VNA) – The Investigation Police Agency under the Ministry of Public Security has launched an investigation into Le Duc Giang, Vice Chairman of the Thanh Hoa provincial People’s Committee, and three others for their involvement in the wrongdoings at the Thien An Phat Minerals Joint Stock Company.
The agency confirmed on July 10 that it is probing into “violations of regulations on research, exploration, and exploitation of natural resources” and “violations of accounting regulations causing serious consequences”, which occurred at Thien An Phat and other related entities.
As the investigation expanded, authorities uncovered that several officials from state agencies in Thanh Hoa had abused their positions and power for personal gain.
Despite their official duties, these individuals allegedly committed wrongdoings in the assessment, advisory, and decision-making processes regarding the issuance of mineral exploitation licenses to local businesses, causing particularly severe damage to state assets and widespread public outrage among citizens and Party members.
Based on the initial findings, on July 2, the Ministry of Public Security issued a supplementary decision to start criminal proceedings against the case for “abuse of power or position in the performance of official duties”.
Police also issued detention orders and search warrants for Le Duc Giang, along with Pham Van Hoanh, Deputy Director of the 🍸provincial Department of Agriculture and Environment; Nguyen The Hung, head of the department’s Division of Geology and Minerals; anꦦd Nguyen Van Tam, a specialist at the Office of the provincial People’s Committee for the charge of "abusing power or position in the performance of official duties"./.
Violations commited by individuals in the case related to the construction of Bach Mai Hospital and Viet Duc Friendship Hospital’s second facilities caused losses totalling 80 billion VND (over 3 million USD) and led to a waste of 762 billion VND.
The new law abolishes the death penalty for eight criminal offenses: the crime aimed at overthrowing the people’s government; the crime of sabotaging state infrastructure and technical facilities; the crime of producing and trading counterfeit medicines for treatment and prevention; the crime of destroying peace and causing aggressive war; the crime of espionage; that of illegally transporting narcotics; embezzlement; and bribe taking.
The Ministry of Public Security's Investigation Security Agency has initiated a bribery investigation targeting former Deputy Minister of Labour, Invalids and Social Affairs Nguyen Ba Hoan and three other other officials, in connection with a case involving the Hoang Long Construction and Manpower Supply JSC (Hoang Long CMS) and several affiliated units.
