Hanoi (VNA) – A newpartnership was signed on July 17 between the United Nations Population Fund(UNFPA) in Vietnam and Vital Strategies as part of the Bloomberg PhilanthropiesData for Health Initiative to improve Vietnam’s civil registration and vitalstatistics (CRVS).
The programme will be carried out from July 2020 to March 2021 by the VietnameseMinistry of Justice in collaboration with relevant ministries and agencies.
It aimsat supporting the Government’s efforts to improve the quality of birth anddeath registration, including causes of death in Vietnam, through strengtheningCRVS governance, assessing CRVS system functioning, conducting CRVS legaland regulatory reviews, developing plans to improve the assignment ofcauses of death using internationally recognised standards, improving the monitoringand evaluation framework, and producing vital statistics reports.
PhilipSetel, Vice President of the Civil Registration and Vital StatisticsImprovement Programme at Vital Strategies, said permanent and compulsory CRVS systems are critical to ensuring basic rightsto the population of Vietnam. As an implementing partner in the BloombergPhilanthropies Data for Health Initiative, Vital Strategies staff havecollaborated with more than 20 local and national governments to supportcountry-driven priorities for civil registration, and to strengthen CRVSsystems through technical assistance and catalytic funding.
Directorof the Department of Civil Registration, Nationality andAttestation under the Ministry of Justice Nguyen Cong Khanh said the close collaboration and exchangeof CRVS data among different relevant agencies will improve data quality andconsistency, increase completeness of registration, and reduce costs.
“By improving the CRVS system, we aim athelping Vietnam to implement its commitments to the Declaration of theMinisterial Conference and the Framework for Action in Asia Pacific on CRVS forthe period 2015-2024”, said UNFPA Chief Representative in Vietnam Naomi Kitahara.
Vietnam hasbeen implementing the National Action Programme (NAP) on CRVS for the 2017-2024period. The country is committed to the enhanced CRVS system which allows toplan and budget for effective national and sub-national policies for health,social protection, education, population and human rights, and to measure theimpact of public various projects and programmes./.
