NA Standing Committee approves participation in Istanbul convention
The National Assembly (NA) Standing Committee agreed to the Government’s proposal on joining the 1990 Istanbul Convention on Temporary Admission, NA Vice Chairwoman Tong Thi Phong said at the committee’s meeting on September 20.

Hanoi (VNA) – The National Assembly (NA) Standing Committee agreed tothe Government’s proposal on joining the 1990 Istanbul Convention on TemporaryAdmission, NA Vice Chairwoman Tong Thi Phong said at the committee’s meeting onSeptember 20.
The committeemembers said joining the convention will facilitate international trade andharmonise procedures for temporary management, thus helping management agenciesbetter control import for re-export and export for re-import.
Chairman of the NA Committee for ExternalRelations Nguyen Van Giau said countries joining the convention will have moreoptions to apply temporary storage of goods, in addition to the transit ofgoods which is being applied in Vietnam.
The StandingCommittee required the Government to submit a report assessing potentialimpacts of the convention.
The committee alsobacked the signing of a Memorandum of Understanding (MoU) on implementing the“Early Harvest” of the Greater Mekong Subregion (GMS) Cross-Border TransportFacilitation Agreement (CBTA), saying that it is necessary to promote thetransport of people and goods,
The committee entrusted the Government toconduct all necessary procedures to sign the document.
NA deputies evaluated that the draft MoU doesnot run counter to the Constitution 2013 and it is basically suitable withlegal regulations in Vietnam.
Some committee members called for furtherclarification regarding mutual recognition and harmonisation of technicalstandards of motor vehicles among GMS countries to ensure the effectiveapplication of the MoU.
Guidance documents for the implementation of theMoU should pay attention to building specific criteria in the selection ofdomestic transport operators to provide cross-border road transport permissionunder the agreement.-VNA
