Hanoi, Moscow cooperate in transnational, high-tech crime prevention, control
The Department of Public Security of Hanoi and the Main Directorate of the Ministry of Internal Affairs for Moscow on April 3 held talks and signed a Memorandum of Understanding (MoU) on cooperation in many fields.

Hanoi (VNA) - The Department of Public Security of Hanoi and the Main Directorate ofthe Ministry of Internal Affairs for Moscow🧸 on April 3 held talks and signed aMemorandum of Understandi🔯ng (MoU) on cooperation in many fields.
Accordingly, the two agencies will strengthen cooperation inmutual legal assistance, transnational and high-tech crime prevention and control, and ensuring security and safety of the two countries' embassies in each other's territories.
At the talks, Lieut. Gen. Nguyen Hai Trung, Director of the Hanoi Department of Public Security, called on the Moscow delegation to share its experience and assist the Hanoi Department of Public Security, in applying advanced technolo💦gies to ensure security and order inthe city, firstly the operation of a security surveillance c🙈amera system.
He also proposed the guests to share experience in ensuring cybersecurity and safety; administrative and social order management; security and order management at metro stations and on urban trains as well as in guaranteeing security and safety ofdiplomatic representative agencies, businessmen, foreign students, andexpatriates in the capital cities of the two countries.
The two sides will continue to implement the cooperationagreements signed by the Vietnamese Ministry of Public Security and the Russian Ministry of Internal Affairs, especially those on mutual 🍬legalassistance, new types of crimes, and hi-tech crimes. They will devised a plan to deploy the MoU signed by the two agencies.
For his part, Deputy Head of the Main Directorate of theMinistry of Internal Affairs for Moscow Major General Novikov VladislavAnatolievich said that the MoU signed by the two agencies will open a newperiod of development for both sides, helping to promote cooperationbetween the administrations of the two cities. He emphasised that the Russian side is always ready to support and meet all needs of the Hanoi Department of Public Security. At the talks, the two sides discussed issues, includingcybercrime prevention and control, information security, and the fight against transnational and organised crimes./.
Permanent Deputy Minister of Foreign Affairs Nguyen Minh Vu and First Deputy Foreign Minister of Russia Vladimir Titov co-chaired the 12th Vietnam-Russia defense and security strategy dialogue in Moscow on August 29.

At the working session, General Secretary Lam presented the Party Committee of the VFF and central mass organisations with the Politburo’s Decision No. 304-QD/TW, which outlines the new structure, functions and tasks of the VFF Central Committee, marking a significant step in improving its organisational effectiveness.
Describing the exhibition as a large-scaled, content-rich, and unprecedented event with high requirements and limited preparation time, PM Pham Minh Chinh urged all ministries, sectors, and localities to participate with the highest sense of responsibility, ensuring the exhibition is inclusive, objective, truthful, feasible, and impactful.
Vietnam’s attendance reaffirms its consistent foreign policy of independence, self-reliance, multilateralisation and diversification, and comprehensive, intensive, extensive and effective international integration.
Cheng stressed that this is third time PM Chinh has attended the meeting and he is among the few senior government officials participating in this year's event, which is considered as a rare and commendable gesture.
The fact that the Vietnamese PM has been invited to attend and speak at this important event for three consecutive years reflects the WEF as well as the international business community's recognition and high regard for Vietnam's position, role, and contributions to global and regional economic growth.
This new era marks a crucial phase in which the country must strive with determination to fulfil its strategic objectives, achieving breakthrough development at new levels of sophistication, quality, and global standing, laying the foundation for further growth. Era after era forms a continuous history of development, ascending steadily from one level to the next.
The resolution on such mechanisms aims to serve as a legal basis for opportunely dealing with difficulties and hindrances caused by legal regulations in important, priority, and urgent areas that require immediate settlement so as to unlock resources, facilitate economic development, and turn legislation into a competitive edge.
PM Pham Minh Chinh instructed chairpersons of the People’s Committees of provinces and centrally-run cities to strictly follow the Ministry of Finance's guidelines on handling public finances and budgets, with a focus on preventing wastefulness, misconduct, or corruption.
Knapper reaffirmed the US's commitment to supporting a strong, independent, prosperous and resilient Vietnam, while respecting each other’s territorial integrity, sovereignty, independence and political systems.
