Deputy FM inspects amnesty preparations ahead of 80th National Day

Hanoi (VNA) – Deputyꦚ Foreign Minister Dang Hoang Giang, a member of the 2025 Amnesty Advisory Council (second phase), on Augustꩲ 7 led an inter-agency delegation to inspect amnesty preparations at Thanh Xuan Prison in Hanoi.

During the inspection, Giang reaffirmed that amnesty is a humanitarian policy of the Party and State, reflecting the Vietnamese tradition of compassion and winning attention and high praise both domestically and internationally. He stressed that the second phase of the 2025 amnesty carries special significance as it takes place on the occasion of the 80th anniversary of the National Day (September 2, 1945 – 2025). The Deputy Minister noted that the amnesty’s humanitarian nature is not only shown in the early release of eligible inmates, but also in the thorough and transparent preparation process, in which detention facilities like Thanh Xuan Prison play a crucial role.
The prison’s management board reported on their implementation of the second phase of 2025 amnesty, including disseminating Presidential Decision No. 1244/2025/QD-CTN dated July 3, 2025 and the council’s guidance to all inmates, processing and reviewing case files to recommend eligible individuals. Special attention was paid to ensuring that even inmates from ethnic minorities with limited Vietnamese language proficiency fully understood this humanitarian policy, avoiding any omission of eligible cases. The board also reported on challenges encountered during the process and proposed measures for effective amnesty enforcement.
Deputy Minister Giang praised Thanh Xuan Prison for its proactive approach and diligent efforts in carrying out the amnesty process in strict accordance with regulations, ensuring the legitimate rights of inmates. He commended the leadership and staff for supporting inmates’ rehabilitation and preparation for community reintegration, contributing to the policy’s humanitarian goals. He also acknowledged the prison’s active role in international cooperation, such as hosting the The 41st Asian and Pacific Conference of Correctional Administrators (APCCA 41) in 2023, which promoted the achievements of Vietnam in promoting and protecting human rights. The Deputy Minister urged the prison managers and staff to continue close coordination with the Amnesty Advisory Council’s Standing Office, the Ministry of Foreign Affairs, relevant ministries, and especially local authorities in the context of the new two-tier local government model to ensure effective amnesty implementation./.
