The Secretariat found that Hoan committed multiple serious infractions while holding the position as a member of the Party Civil Affairs Board and Deputy Minister of Labour, Invalids and Social Affairs, where he held responsibility for overseeing state management of Vietnam's labour export programme.

A conference was held in Hanoi on August 24 to review the 10-year implementation of a Directive of the 11th-tenure Party Central Committee's Secretariat on strengthening Party leadership on sending Vietnamese workers and experts to work abroad.
